Fibre optics activation issue

Hi there,
My fibre optics supposed to be activated since 21st Jan but I don't see any difference in speed. I'm still getting 14 to 17mbps which was the case before 21st Jan. Had made number of phone calls to TT but it is now going in circles.
Engineer came around last week to tell that my line was connected to wrong switch in green cabinet but since then I heard nothing.
Called TT again and after same full set of questions and tests I have been given a Ref:13119921 and INC000013119921.

I'm Ronning out the option and patience with talktalk. I hoping to get some advise and guide on how to get this resolved from fellow customers. I've promised to get 38 to 40 mbps after the switch.
