Fibre large connection slows down unacceptably in evening

I have fibre large and currently (having been dlm'd recently) have a sync speed of 64Mbps which in the early morning checks out using Speed of Me tester at around 60Mbps down and 19Mbps up. I dont use the flash based speed testers and these tests are run on a wired desktop  with gigabit lan to my router. During the early evening the connection has slowed to 6.6Mbps down and 5.6Mbps up. This is not acceptable and has happen yesterday and today. I am in East Kent in Thanet with an 01843 86**** phone number. Now I dont expect to get 60Mbps during the evening but neither do I expect to see speeds worse than I was getting on ADSL2+, I would find speeds of between 40 and 50Mbps acceptable at busy times perhaps with the odd time lower, however my response time is noticeably very bad at peak times even on normal web browsing. My router is plugged directly into the master socket, but as you can see early today my download and upload speeds were normal so I dont believe my problem is within my equipment but a network issue.

PS. I just ran a test at  http://www.supportal-test.co.uk which showed 15.3 Mbps down and 18.8 Mbps up but that does not reflect real world speeds outside of the TT network I believe, even 15.3Mbps for fibre large is unacceptable.
