Noip and smart proxy dns

I want to run a vpn on talktalk. Will noip work with talk talk along side smart proxy dns to allow me to use smart dns vpn service?

I have a netgear d7000 router with openreach modem and so far this setup has worked well following me ditching the hg 633 home hub.

When will talk talk offer residential customers the opportunity of having a static Ip? This would benefit and would be really useful for residential customers.
