Terrible internet speeds

We have the Huawei super router.

For around 15 months now we have never had internet speeds higher than 3mbps, the average download speed is 0.8mbps.

The past 4-5 months have been considerably worse with long periods of time without an internet connection.

The contract we are on states "speeds up to 40mbps" which we get nowhere near.

In the first two weeks we had the super router the speeds were fantastic, getting around 30+Mbps(therefore we should still get high speeds???)

However after our 2 week "cooldown" period (where we could decide whether we wanted the router or not) the speeds began to drop massively, as I said we no longer get speeds higher than 3mbps and it's a rareity to get speeds of even 3mpbs.
On top of this no more than two devices can be connected to the network without experiencing extremely slow speeds or even being disconnected from the network.
When the landline phone rings the internet completely goes off, leaving all connected devices to disconnect and when in use, the phone line is terrible.
Devices like the youview box and an Xbox one are almost useless to use due to the extremely low internet speeds.
I feel as though I have tried most of the solutions on the internet which have had no positive effect, and have spent countless hours on the phone and on online chats to talk talk employees in which a solution has never been reached.
If anyone can help that will be greatly appreciated.
