Very slow downstream line speed

My parents fibre internet has been incredibly slow for about 9 months now, which has frustrated us no end as I am based in Australia and we like to do video calls with each other. I am now back in the UK and trying to assist with their slow speed, I called technical support who did another line check line check which identified no problem on the line even though we have a downstream line speed of 1999. I was told an engineer would call us by Tuesday at the latest but it's now Thursday and no call. Router details below.

I believe I have identified the issue as a faulty in-plate filter that was installed on an extension socket as I noticed that the internet stopped working whenever someone was on the phone. I have now moved the router connection to the master socket and add a new filter which I have tested to work whilst the phone is being used.
 
However I was expecting that after 2 and a bit days of constant connection that the DLM would have changed our line speed back up a bit. Is it possible to get it reset manually to test that the new setup is correct?
