Is my Large fibre capped at 38mb?

 I have Large fiber, but i seem to be capped at a connection roughly = to 38meg, so i wanted to know if a mistake was made, and i am some how connecting at normal fiber speeds? or is it just a coincidence?

 

I am currently connected at a "cap" of 39999 for downstream, my upstream is ~7500

 

Any help or advice would be appreciated. My db loss is excellent, but my db loss coeficient (SNR) is 8, which i would assume should be 6 or even 3.
