Poor Download Speeds on Large Fibre boost

Hi Folks

I upgraded to Large Fibre just before Christmas 2015 and I have to say I'm rather disappointed with the download speeds I've been getting. My current figures are as:

Downstream:

SNR Margin (dB)              16.1

Attenuation (dB)                15.9

Output Power (dBm)        14.2

Attainable Rate (Kbps) 69591

Rate                                 34999

Upstream

SNR Margin (dB)                 9.7

Attenuation (dB)                   0.0

Output Power (dBm)           6.8

Attainable Rate (Kbps)  24984

Rate                                  19000

I currently use a Billion BiPAC8800NL Router

From the above figures should I be getting a faster download speed?
