Speeds vary. At one moment I will be getting X, another Y, and a third Z. When I am asked what speed I am getting, in the singular, how do I calculate the answer?
How is minimum speed established? If the minimum guaranteed speed is X', what patterns of actual speeds constitute a failure to provide that?
