Intermittent broadband and no dial tone

Broadband connection has been dropping for 6 months now since moving home. Was told an engineer would come out to fit a fibre master socket; when I rang again to find out about it I was told £50. I also have no dial tone and haven't once used my house phone because of this. I have also been charged £10 for late payment yet I can't even ring them to pay my bill because of no dial tone. What a joke! I'm considering just leaving and letting them chase me for the debt
