Slow fibre from day 1 , help!

I upgraded to fibre about 3 months ago and it has always been slow , I have phoned TT and they made me change settings and channels but still the same , last week an engineer turned up and replaced a cable under the floor , he said this was the cause of the problems but it is still the same , it works ok for Facebook etc but constantly buffers when trying to stream or cutting out when kids are gaming , any ideas?
