Minimum speed on large fibre?

Hi I live about 443m direct from the exchange, and am wondering what my minimum speed on the large fibre package should be. As often I am currently getting between 26-31 Mb/s. But when I check with BT what my minimum guarentted speeds should be they quoted about 56.
