Slow fibre speed

Hi

I upgraded to fibre broadband around two months ago, and since then have been averaging speeds of 13 mbps.

My most recent speed check yielded these results:

- Download speed: 12.87 mbps

- Upload speed 0.86 mbps

When signing up to fibre broadband, I was given a minimum guaranteed speed of 13 mbps, and an estimated speed range of 18 - 35 mbps.

I have performed the diagnostic checks but have had no luck in improving the speed.  I wonder if it is a technical issue on Talktalk's end.
