I have 2 computers on my network. One is a dedicated server for a game and the other I have for general use including playing the game I am trying to set up a server for.
I set up the port mappings:

Ok the computer name has been manually scrubbed from the internal host box in the pic but it is there.
Then I checked CanUSeeME.org The Result:

I also tried http://portchecker.co/
That told me port 30000 was closed.
I even tried adding the computer to the DMZ in the routers firewall but it wouldn't have it, CanUSeeMe.org said "connection refused" as a reason instead of "timed out".
I can connect to the server via telnet using the LAN address with the telnet port (192.168.....) and it connects properly and asks for the telnet password. I can also connect the game client to the LAN address and port so it's not a windows firewall problem.
When I search for the server on the game client internet list, it simply doesn't show up. Even trying to connect manually with the internet IP and port, it comes back with an error.
It's as if the port forwarding does absolutely nothing on this router.
