superpowered fibre speed going down as ping and latency increases

Took out superpowered fibre around 3 and a half months ago.To start with i got 75Mbps downstream and 19 Mbps upstream with a ping of between 19-25 ms.This was stable for a month when it dropped to 64 Mbps downstream upstream rate was not affected.I got in touch with TalkTalk and they had a look my speed went back up to 75Mbps downstream.This was fine for a month.It then dropped back down to 64 Mbps for a week or so then down to 57Mbps downstream.Contacted talktalk again to be given the usual promises and bull.Gave them the chance to fix a month or so later still getting between 56.5 and 57 Mbps downstream  Also worth noting is latency has increased with average ping now 40 ms as well as reported ping on my nvidia shield of 50 to 51 ms to european server.This is not a superpowered fibre ping.I recieved a faster ping than 40 ms on adsl used to get constant 33ms on adsl .steady 19Mbps upstream hasnt deviated since i took fibre.Wrote a letter to head office over a month ago.No reply.Complained again today was assured it would get sorted so arranged a callback only to be told that my connection was a good speed and that the line showed capability for supporting up to 60 Mbps downstream.Can someone explain why my line showed stable 75Mbps downstream for a month with a 19 -25 ms ping and when it slowed down to 64 Mbps and i complained the sync speed went back up to 75 Mbps and was stable for a month.

I ended up losing the plot with the tech on the phone and slammed phone down on him .All he was interested in was what O.S. i had on my computers.Even after explaining i was a network tech myself and all my kit was connected properly and router was directly into openreach mk3 faceplate.Also doesnt matter what router i used or way i set my lan up it showed same speeds .My kit is set up same since i had  75Mbps downstream so clearly problem is with line or exchange.

Totally demented with talktalk sick of writing phoning and chatting and getting nowhere.I have been with talktalk since early 2013 but seriously a couple of mouseclicks away from going elsewhere as well as contacting ofcom as i feel i am being unfairly fobbed off.Help.Before i lose the will to live.Anyone else experiencing the same issues?
