fibre broadband slow after engineer visit

After a complete loss of service of both landline and fibre broadband, two weeks later an engineer has replace my landline cable and both are now working again...sort of.

 

Besides the cable that BT openreach replaced, nothing has changed.  Now my broadband speed is at least 4 times slower than it was prior to the loss service.  I can't even stream TV channels from the Plus entertainment package without them having to buffer!  It's even worse when using multiple devices, this was never a problem!  Is it possible that the engineer has replaced the wrong cable or I've been connected to bog-standard broadband instead of medium fibre?
