Speed Check & Problems with internet access

Hi. I have been having problems with talktalk over the last couple of days. The main problem I have is that during the day I can't access the internet and I get error code HTTP 408/409 which tells me that the superhighway is to busy. I am paying for a service I can't access and I'm sure the problem is with talktalk server and not my equipment. Relevent checks have been made over the phone and I have been told that the matter has been passed to the technical department. I have been told thar due to the weather my problem may take some time to be looked at, which does not help me at all. As I say I am paying for something I can't use. Access to the internet is possible for me during the evening but not at the speed I am paying for. Also I can't run a speed check on the talktalk website. I get the following message even though I am at home.

"Sorry, we can't run a speed check from your location. The TalkTalk speed checker helps you find the upload and download speed on your computer or laptop. Please make sure you are at home when you run this test" 

Has anyone else encountered these problems or am I the only one. Thanks.
