Fibre Broadband speeds have dropped. Can noise coefficient be changed?

Had fibre for a couple of weeks now. When i was first connected i had a decent download bandwidth of 38Mb/s but its now dropped to just over 30.

Upstream line rate (kbit/s):                            1999
Downstream line rate (kbit/s):                       30667
Maximum upstream rate (kbit/s):                  7446
Maximum downstream rate (kbit/s):             44492
Upstream noise safety coefficient (dB):       17.4
Downstream noise safety coefficient (dB):  6.3
Upstream interleave depth:                            1
Downstream interleave depth:                      2585
Line standard:                                                  VDSL2
Upstream line attenuation (dB):                    8.3
Downstream line attenuation (dB):              18.5
Upstream output power (dBm):                     1.1
Downstream output power (dBm):                9.8
Channel type:                                                  Interleaved

Can the noise safety coefficient be reduced to increase speeds? I know the line is capable of it, it was a couple of weeks ago anyway. Also, I am connected directly to the local exchange building, no green box in sight for me.
