Experiencing some issues with my internet

Hello a few months ago I began experiencing some issues with my internet, people around the house were finding it extremely slow at night, from 8 PM to 10 PM is this an outcome of throtteling on our line? 

 

I am using fibre and have had this problem from about a week into having it installed. No one in my house downloads or barely uses the internet at this time but we have noticed it does happen and it's very frustrating knowing we pay money for the fibre speeds and also knowing we have a issue for about 3 to 4 hours of terrible internet speeds.

 

I have contacted TalkTalk through the phone and they told me that there is supposed to be some kind of upgrade on our exchange and sent me to a link showing the upgrades which are coming, none of which included the exchange in my area.

 

I would love to hear from someone who knows a fix or advice for the issue I'm having.
