Fibre Broadband speed went from 38M to 5M in 4 months, customer service is not helping, who should??

Switched to Fibre Last Sptember, speed goes down gradually and stabilize for a month, till it reached 5Mb now! I have tried to contat customer service numerous times and reported the fault and they ran every bit of test and it is quite clear that they have a problem with there service provider who moved the service to a lower bandwith.

Customer service is helpless and jsut give you robotic answers with no actions, who can help? or is it hopeless and I should change to another company for the peace of mind as it is a nightmare since I started this broadband service with TalkTalk back in July!
