Fibre speed far lower than expected

I recently signed up for Superfast Fibre and was promised speeds of 19-37mb.

 

On the day of activation I didn't check the speed, but noticed that things like Netflix and Youtube played instantly (and in the case of the former, without the usual few moments of fuzziness at the start), so I was very happy.

 

However after that I began to notice that downloads and streaming didn't really feel any faster than with regular broadband. Buffering times and fuzziness returned.

 

I tried various speed check sites at different times & dates and constantly hitting 13mb download each time, with 1.8 upload.

 

Talk Talk tested the line last night  and said it was ok, and there were no outages.  INC000012986385 refers.

 

I've tried using my desktop (which is connected by ethernet cable & a pair of Devolo Av Mini 200 D-lans to the router), and have tried the wireless connections on my xbox and phone. Speed is the same on each.

I've tried rebooting the router, also negative. The internal electrical and phone wiring in my house is new.

 

Please can Talk Talk advise what might be causing the problem? I do not wish to pay for a service that cannot be improved. Thanks
